Arcane Disruptor

Must be locked down in a house and can be activated/deactivated by co-owners and owners of the house
Will block the use of Magery spells and transportation abilities(Ankhstones and Soul Summon) when players are in the same house and within 8 tiles of the Arcane Disruptor
